Das alte europäische Ideal des homo politicus, der sich für das Gemeinwesen engagiert, wird ersetzt durch das des homo oeconomicus, der sich als Humankapital verstehen und seine Wettbewerbsfähigkeit verbessern soll. Damit wird das Volk als Zusammenschluss der Bürgerinnen und Bürger und Grundlage der Demokratie abgeschafft und in der Konsequenz diese selbst. Trotz aller Wirtschafts- und Finanzkrisen setzt sich diese schleichende neoliberale Aushöhlung unserer Gesellschaften scheinbar unaufhaltsam fort, wie Brown an einer Reihe von Fallbeispielen, etwa der neoliberalen Umstellung des Arbeitsrechts oder des Bildungssystems, zeigt.
