Overview: Türkiye Cumhuriyeti’nin kurulmasına dayanak teşkil eden Lozan Konferansı, uluslararası alanda devletimizin tescili anlamında değerlendirilmelidir. Lozan, Birinci Dünya Savaşı’nı kazananlarla, İstiklâl Savaşı’nı kazananlar arasında, eşitlerin çetin diplomatik müzakereleriyle imzalanmış bir belgedir. Birinci Dünya Savaşı’ndan sonra imzalanan antlaşmaların hiçbiri bugün geçerliliğini korumazken, Lozan Antlaşması 94 yılını devirmiş dimdik ayakta durmaktadır.Kitabımızın konusunu teşkil eden mübadele meselesi 30 Ocak 1923 tarihinde imzalanan bir sözleşme ve protokolle karara bağlanan “Türk ve Yunan Nüfus Mübadelesine İlişkin Sözleşme ve Protokol” başlığını taşıyan anlaşmadır. Lozan Konferansı’nda, tarafların üzerinde mutabık kaldıkları ilk iki metinden biridir. Nüfus Mübadelesi Antlaşması, her iki ülkedeki azınlıkları göçmen haline getiren on yıl sürecek olan döneme resmi bir nitelik kazandırmıştır.Ayrıca bu sorunun çözülmüş olması, mübadillerin nakillerinden, onların gittikleri bölgelerde ekonomik anlamda bütünleşmelerine kadarki süreçte hükümetlerin siyasî ve iktisadî adımlar atmasını da gerekli kılmıştır. Savaştan yeni çıkmış, çökmüş bir ekonomiye sahip Türk Hükümeti, Yunan ordusunun verdiği zarar, yıkım ve felaketler sonucu evsiz barksız kalan insanların durumuyla uğraşırken mülteci gerçeğiyle karşı karşıya kalmıştır.Yunanistan’dan göçe zorlanmış olan Türkler, tarlalarını ve bahçelerini daha mahsulünü toplayamadan olduğu gibi bırakarak, hiçbir zarar vermeden evlerini bağlarını ve bahçelerini terk etmek zorunda bırakılmışlardır.
